Altarum at National Home and Community-Based Services Conference

Altarum will attend ADvancing State’s 2021 Home and Community-Based Services (HCBS) Conference which runs December 6–10, virtually and in-person in Baltimore, Maryland. The annual event brings together state, federal, and local policymakers as well as leaders who administer, manage, and deliver waiver and other HCBS programs from across the nation. It will feature practices and policies that improve state systems delivering long-term services and supports (LTSS) for all ages and abilities.

In addition to sponsoring the event, Altarum will give three presentations.

Addressing the Direct Service Worker Shortage Using ARPA Funds

During this session, states who requested ARPA funding to address direct service worker shortages will be highlighted. Altarum’s Chief Executive Officer and President Michael Monson will discuss innovative approaches to funding use that will, over the funding period, identify solutions, training opportunities, and practices with lasting and meaningful impact. He will be joined by Moderator Bea Rector, director of the Home and Community Services Division within the Aging and Long-Term Support Administration in Washington State’s Department of Social and Health Services, and fellow panelists from ADvancing States—Pearl Barnett, deputy director, and April Young, senior director of National Core Indicators-Aging and Disabilities. ConnecttoCareJobs.com: Transforming into a Multi-purpose State Workforce Management Tool

Altarum’s Chief Executive Officer and President Michael Monson will deliver a second in-person presentation on using enhanced FMAP funding to create a flexible IT infrastructure for state workforce development and expansion. ConnecttoCareJobs.com (CTCJ) is an online jobs registry and employer-employee matching service managed by ADvancingStates. In the proposed enhancement, Altarum will partner with ADvancingStates to re-architect CTCJ to provide many more services, including credential tracking, workforce training requirements and available training programs, individual worker and employer preferences, and a learning action network. Costs of building, maintaining, and supporting the platform would be shared across all participating states.

Let’s Do the Numbers: Quantitative Analysis of the Direct Care Workforce

The U.S. lacks a thorough understanding of which workforce investments can best ensure access to high-quality home and community-based care—and improve economic stability and job satisfaction. Altarum’s Anne Montgomery, Sarah Slocum, Ani Turner, and George Miller will present in a pre-recorded session that describes the use of model-based quantitative analysis to help enhance this understanding. They will identify questions that such analysis can address, illustrate past modeling efforts, and describe a framework for efforts to reform the direct care workforce.
