Tara Fowler

Tara Fowler  - PhD, MPH, CPH

Tara Fowler leads Altarum's population health work, including in the areas of community health, applied research and analytics, and delivery systems transformation. She has led a variety of multifaceted quantitative and qualitative research projects that deliver insights to leaders of government health agencies, from the Defense Health Agency to the Health Resources and Services Administration. Her recent work includes an evaluation of a HRSA-funded program implemented in 16 states to improve oral health of low-income pregnant women and infants. Tara holds a PhD in public health from the University of South Florida.

Megan Higdon

Megan Higdon is the program director for sexual and reproductive health at Altarum. In her role, she co-directs the National Coalition for Sexual Health and oversees Altarum’s portfolio of reproductive and sexual health projects and policy initiatives. Megan has over 14 years of experience in her field and her work has largely focused on directing program evaluations that examined accessibility and quality of sexual and reproductive care. She also has experience directing strategic initiatives for family planning and sexual health organizations. Megan holds a Master of Public Health degree from the University of Illinois at Chicago.
