There is a significant opportunity to enhance and better align programs for individuals eligible for full Medicaid and Medicare benefits (dually eligible individuals). Most individuals currently access care and supports that are fragmented across the two programs. With new tools available, states have great opportunity to adopt approaches to improve individuals’ experiences, outcomes, and quality of life. States can also address the cost-shifting that occurs between the two programs and develop efforts to maximize Medicare service coverage. However, states need support to develop expertise and capacity to take on dual integration.
