Confidentiality: Opportunities and Barriers for Family Planning

The Assessing the Impact of the Affordable Care Act on Title X Family Planning Services Project is a research study collaboration between Altarum and the Urban Institute.

Together, Altarum and Urban conducted qualitative case studies in 10 states across the U.S. to assess the impact of health systems changes resulting from the Affordable Care Act on Title X-funded family planning health centers. The research team sought to gain an understanding of Title X providers’ abilities to contract with and bill Medicaid and other health plans for services rendered while maintaining confidentiality.
